Blue carbon restoration and conservation in Europe – upscaling finance and investment
Dr. Olivia Rendon of Plymouth Marine Laboratory (PML) and Maren Sævold of Norwegian Institute for Water Research (NIVA) are researching the barriers and opportunities to upscaling blue carbon investment in Europe, from coastal marshes to seaweed.
Blue Carbon ecosystems have potential to contribute to climate change mitigation as well as providing other co-benefits such as biodiversity conservation and coastal protection. However, currently around the world there are few blue carbon projects, and there are even less in Europe. Within the C-BLUES project we are trying to understand how to change this and upscale private investment for blue carbon.
We aim to determine the state-of-the-art of private blue carbon investment and finance, assess barriers and opportunities for upscaling, and explore investment in the co-benefits of blue ecosystems. To achieve this, three approaches are being implemented:
- A Blue Pulse 1-minute quick survey is active until the end of 2025 for multiple actors involved in developing and financing blue carbon projects across Europe. Access via link or QR code:

- Blue Current interviews with private investors on the demand for blue carbon finance as well as barriers and opportunities faced by private actors from banks to large corporations. 
- Finally, a comprehensive content analysis of the science and policy of blue carbon finance in Europe is being developed.
